Had you ever heard of the OPCW when Saddam Hussain was being charged with posession of these materials? Just around that time this ugly building was put up, to the glory of the UN and The Hague’s miniature role in the big scheme being payed of with some prestigeous international bureau and an honourary role by Willem Alexander, the dutch king to be.
Pure bureaucratical architecture at a very low level.
